Q4 HOA and Sewer Assessments were mailed the first week in September. Assessments are due 10/1 and delinquent if not received by 10/10. 

SCARECROW BUILDING AND CONTEST NOW THROUGH 11/1/22 

Scarecrow building supplies (frames and burlap while supplies last) will be available for pick up at the Town Office through the end of this week (or while supplies last). Drop off your completed scarecrow at the Town Office (during posted office hours) by noon on 10/10. Ballots will be available at the Town Office or at the Scarecrow Ballot Box which will be located on the fence at the corner of W. Miners Farm and N. Humphreys Way. Remember to vote for your favorite with ballots due by noon on 11/1. One ballot per household. Winners (1st, 2nd and 3rd) will be announced 11/4. Those who wish to keep their creations, may remove their scarecrows 11/1-11/2. HSTA staff will remove and dispose of any remaining on 11/3. 

POLITICAL SIGN REMINDER 10/8/22 through 11/9/22 

Political signs (“political sign” means any fixed, ground-mounted display in support of or in opposition to a candidate for office or a ballot measure.” Per Idaho Code 55-3209) are permitted on a lot for no more than 30-days prior to an official national, state or county election. No more than three signs can be placed on an owner’s property and not on parking strips, sidewalks, streets, or HSTA common land. The maximum size of any political sign is not to exceed 20” x 24” or 480 square inches. Signs must remain presentable and in good condition through the 30-day placement period. Damaged or vandalized signs must be removed immediately. Signs must be removed following the election. All signs not defined as a political advocacy sign will remain in violation of CC&R section 6.19. Per ACHD, signs must be placed 40 feet back from an intersection in order to not obstruct a driver’s view of the road. Signs cannot be affixed to signal poles, traffic signs, or any other public road infrastructure. Signs cannot be in roadway landscaping, including medians, roundabouts or between the curb and a sidewalk. Signs cannot be placed on someone else’s private property without permission from the property owner. (Policy 1200, Idaho Code 55-3209, ACHD 5104.3). 

FALL HOME DECORATING CONTEST 10/15/22 THROUGH 11/1/22 

The annual Home Decorating Contest kicks off 10/15. Remember to vote for your favorite with ballots due by noon on 11/1! One ballot per household. Official ballots available at the Town Office or at the Scarecrow Ballot Box located on the fence at the corner of W. Miners Farm and N. Humphreys Way. Winners (1st, 2nd and 3rd) will be announced 11/4. 

FALL COMMUNITY EVENTS 

On 8/31/22, the Dry Creek Historical Society (DCHS) made the difficult decision not to host the Haunted Farmstead. While a well-loved and popular community fundraiser, the volunteer time commitment and costs were extensive. Thank you to the community members who worked so hard on this event on behalf of the Historical Society for the last 4 years! The volunteer team’s creativity, time and commitment remain unparalleled. DCHS is a 501C-3 non-profit organization and all of their events, work, etc. are done solely by volunteers. The DCHS Board and volunteer committee is extremely happy with the turn-out for the 13th Annual Old Time Farm Day event last weekend, and looking forward to planning some additional community events for 2023! Following DCHS’s decision, Association staff immediately began brainstorming ideas for a filler fall community event, that could be planned in just a few weeks. We will be hosting a scary movie night with the Hidden Springs Library on Friday, 10/21/22. Save the date and watch for more information and details coming soon! 

COMMUNITY EVENTS 

We would like to remind residents that Hidden Springs Community Events hosted by the Hidden Springs Town Association ARE FOR Hidden Springs Town Association (HSTA) and Cartwright Ranch Town Association (CRTA) residents. Due to increased costs associated with events, supplies, talent, required road signage etc. plus additional items like insurance and permits (needed to cover non-members of HSTA attending), combined with the inability and 

desire not to “limit” or “control” attendance, HSTA needed to consider some changes. The HSTA conducted an Event Survey in 2019 and HSTA members were asked how they felt about sharing events and costs with Cartwright Ranch residents (Cartwright Ranch contributing per household like Hidden Springs residents). Of those that responded, 88% were in support. Based on this, the Town Council agreed to reach out to CRTA to see if they were amenable. They were and CRTA now contributes annually with a sponsorship check equal to the hard costs of events divided by the number of members in their association. The same is true for HS residents. Currently, HSTA does not contribute to CR events. Therefore, CR events are typically limited to their community. This agreement can be changed however keep in mind, if HSTA desires to keep the current lineup of events, plus add more or sponsor CRTA events, costs will be higher. 

TOWN COUNCIL MEETINGS 

Town Council Meetings are held monthly in the Community Clubhouse starting at 7:30pm. Hidden Springs Sewer Company business will be addressed first and open to both Hidden Springs and Cartwright Ranch residents. Hidden Springs Town Association business will be addressed second followed by an executive session (if needed). The next meetings are 10/18, 11/8 and 12/6 with the Annual Member Meeting 12/13 to be held at the Hidden Springs Elementary School in the Cafeteria. 

INTERESTED IN VOLUNTEERING FOR THE 2023 TOWN COUNCIL? 

It is that time of year again! We are in search of homeowners interested in taking an active role in guiding the community. Interested candidates who can devote 15+ hours a month are encouraged to contact the HSTA office for more information or to speak directly with a current Town Council member. The Notice of Intent to Stand for Election form for the 2023 Town Council will be available on the community website and in the Town Office in October. Refer to Article 4 and 5 of the Bylaws for Town Council Powers, Duties and Officer Responsibilities. The Notice of Intent to Stand for Election and a Candidate Statement must be submitted to the Town Manager no later than Tuesday, 11/1. 

LEAF PICK UP 

As the trees in the community mature leaf clean-up has become quite the weekend chore! Again, this year, the HSTA in partnership with Hopkins Evergreens will offer leaf pick up this fall. Dates and a pick-up schedule will be shared with the community mid-October.
